They'll never fix attk/def formulas because their development process is so ponderous. Any change to that would make the hundred million little armors get readjusted by a panel of no less than 10 developers, one at a time, just to change the Def values.
All they're doing is increasing the amount of Def you get from protect. Which is just giving us more of a useless stat. And the point isn't that that armor is pointless, it's that they'd waste time pointlessly rebalancing that pointless armor.
Someone should calculate how much Def you'd need in the game right now to make a statistically significant difference in dt% against something like Bismark or Provenance Watcher. Think there might've been someone trying to crunch the numbers on that in a thread in the official forums when Gallant's Roll got changed to Def, dunno how it turned out though. But with buffs being what they are, there's no point in ever pushing your Def high enough with songs/rolls to be worthwhile because you're janking up your damage losing those buff slots. Defense and offense buffs really need to be separated so I can do two defensive rolls and maybe one extra defensive roll.
this right here, combined with better mechanics regarding "omgyouinstantwipezlol" where if you're doing things a certain way you won't fucking get smacked the hell down(i.e. POSITIONING, INFLUENCE OF MULTIPLE SPAWNS FROM BOSS/ADDS, DAMAGE DEALT IN CERTAIN TIME PERIOD, STANCES, HOLY SHIT SO MANY EASY IDEAS), would fix so many problems with this game in terms of battles and difficulty.
then you can start tackling issues with certain jobs. PLD needs the atk/def formula along with an enmity change.
RDM needs enfeebles to fucking mean something. i.e. a WAR can still actually end up tanking in some situations, more like a backup, if an RDM enfeebles the fuck out of a mob.
Remember the original days of dynamis? BLMs NUKE STATUES FIRST (god I loved those days), Sleepga, PLDs run forward, voke slept mobs, kill them one by one, worry about certain things going off, having to pay attention.....

What's sad is those are all idea (as far as fight dynamic, difficulty) that other games incorporate, including ones SE makes...lol.
If they were super lazy, they could make enemies have ridiculously high fSTR and low attack, meaning a PLD defense/buffs would actually mitigate damage. Remove enmity cap, PLD can tank again. Hate reset? NP. Back up tank can curecheat. Wait, how do I know if I have enough hate or not? Well every other game has an aggro indicator...so that's a pretty simple solution.
Magical AoE's would control zerging everything, tiered stages to a fight and alliance size limits would also help to remove PD->Embrava->Go. Hell, a regular dungeon type raid instead of crap like Legion. It's kind of funny doing the dungeons in 14, they incorporate a lot of that ingenuity you're talking about, and a lot of the ingenuity we saw in spawn dynamics in Salvage. (Minus things deciding to never actually pop lol). WoW's current raid forces you to fight different body parts of the mob, jumping between platforms to do it. Its mega abilities are on timers and you have to kill what you're killing before they go off or create a safe zone for the tank to idle in while it goes off.
Oh, and make the rewards actually worth doing the content for. No one cares if gear gets replaced, if they do they're playing the wrong type of game and should go back to Custom Loadout 1 in CoD.
In the end, I think the enmity and combat formula is more like the Apollo spacecraft. Only the people at NASA in the 60's know what the fuck sent that thing to the moon. This is pretty evident when they release a roll that adds more defense or adjust protectraV to be more potent. If it were easy to fix, you'd have to imagine they'd have done it in the last 3 years.

god, you just reminded me so much about why I loved Salvage to no end. instanced area, skilled people are able to kill everything without issues, takes some organization and work, you have to pay attention, GODDDDDDDddd. I didn't do Salvage every night for only the gear--I did it for fun with my friends (every single night).
even if they fix this game I don't really have the time to play it anymore, I don't really understand why I care so much.
Yea I wanted the gear but it was more fun being able to clear an event that separated shit players from good players. It was fun being challenged to pop 6F QQTH, kill gears in Bhaf, etc

Unless they're some seriously dumb motherfuckers, lowering the framerate shouldn't make the game easier. Like, your TV goes at about 30 Frames Per Second. If you start sampling at 15 fps instead, you just get a choppier image. I know I've heard of people on PCs having a hard time playing that minigame, but I'd really hope that SE wasn't *that* dumb.
In the past, the only way to fish hard to pull stuff (liks, gugrusaurus, ryugu titans, etc) was to slow down your computer to make it comparable to fishing on ps2 (supposedly a lot easier, i've never played on ps2 so idk)
As someone who enjoys fishing I, for one, welcome this change. (Assuming it actually fixes the problem, and doesn't make the screen all choppy)
