I read a report earlier that electricity was out across 70% of Japan, is this still the case?
I dunno about 70%, but that one plant is obviously trying to avoid a meltdown and the other one nearby is shutdown as well. As a result a lot of connected hydroelectric and gas plants connected to them shut down as well. A lot of the north should still be powerless.

As for Niigata, they got hit by the second 6.6 quake. The 8.9 probably felt like a 6 or so to them as well.

Edit: Apparently 10 Nuclear plants are shutdown. No idea what coverage area that is.

Edit #2: And to brighten your day I just found and article saying that no fatalities have been reported from the Niigata quake. Just sit tight I suppose. Besides power, most phones are down as well ... some from obvious damage, others intentionally shut down for emergency uses only.

Fukushima No. 2 area evacuations being ordered: 3 km should evacuate, 10 km. radius to remain on alert.

notice it's all the BWR plants that have problems. Which probably means there is a crack in the pipes that lead water to steam generators.

I'm not clear on what's going on with the nuclear plants. Are they still running because they couldn't shut down safely, and the lack of cooling is inching them toward critical temp/possible meltdown? Is it even possible for them to meltdown in this situation or are the already shut down to an extent to prevent this totally?

No, meltdown is impossible, they raised control rods to stop fission already.

What is the real concern then? All the news sites I can find are in "omgz meltdown imminent" mode with pretty much no other scenario listed. XD

Edit: Also, they had several "experts" saying meltdown would happen if they can't cool the core, which doesn't help the news situation if it truly is impossible.

BWRs use a single loop system to that carries water to turbines. You can google image "BWR plant" to see a pic of it. Looks like one of the plants is leaking radiation somewhere outside the reactor. although no official word on whats actually happening.

Wish the Japanese people all the best.

Even thought they stop the fission, but due to high temp and pressure inside there, they still need certain time of cooling process before it is really shutdown. But, the main issue is all the cooling generators are not really able to function due to the tsunami, and the emergency power supply can only last for 8hrs (which should has been depleted by now). Besides that, dont forget that these power also required by other 2 other reactor in the plant.

So, if they can't maintain the cooling process, the inner temp and pressure will keep going high, which happens in the no.1 reactor. They tried to reduce the pressure by release the vapor. But unfortunately these reactor just way too old, will cause some radiation leaking. About 5hrs ago, they report that the radiation in the control room is 1000x higher than safety condition, and outside the plant is about 8x higher.

From about 0:16 to 0:25 you can see a white cat racing for its life across the top of the debris on the tsunami. I hope it made it.
