I haven't had a chance to buzz up to Tokyo since the quake, but things are pretty subdued here in my city, i.e., not a lot of people going out, shopping, etc. Hell, the power still gets turned off everyday in parts of the city.
The reality is things like getting gas for you car is still an issue. I have an employee that can't even get enough gas to drive up around Sendai to give his family members donated clothing, groceries, etc. There's just so many people affected by the disaster.
Granted, Tokyo is a different animal than the rest of Japan, so I wouldn't be totally surprised if it's business as usual up there. There really couldn't be a worse time to come visit Japan though.
