The phrasing of the sentence disagrees with that interpretation. The fact that people can donate money to Japan relief efforts in dependent of this idea disagrees with that interpretation. I think it's safe to say Japan was wrong for starting the war, and the US was wrong for finishing it the way we did. However it may have been the only way they had at their disposal to both end things and send a powerful message to the Soviets simultaneously.
