And other iconic chicks along those lines, I dunno what you could really say... most of these chicks mentioned in this thread aren't even sex symbols and are hardly recognized outside of the fanbase of the series/game they are from. Pretty much everyone... even people who have never even played any of the games those 3 chicks are from can EASILY recognize them and often call them some of the top video game hotties despite barely having any knowledge of the character. If that's not a 'sex symbol' I don't know what is.

Actually, if Psychology class has taught me anything, it is that most people prefer average. It's pretty much a middle ground everyone can agree on rather than having one or two things you prefer that might look unattractive to others.
No you're pretty much right on all accounts.
To add to the discussion though, I don't really consider Samus a sex symbol because Nintendo has tried for so long to avoid it. It only really seems like now, with Zero Suit Samus, that they're trying to cash in on their one female lead. She's a big name, no doubt, but I don't really see her as a real sex symbol, more of a forced one in recent years. Before ZSS, I wouldn't even have considered Samus. "Bad Ass" might have been the first thing that came to mind, not "Sexy."
If I had a top 5, I'd say, in no particular order:
Chun-Li (SF)
Lara Croft (Tomb Raider)
Tifa (FF7)
Mai (Fatal Fury)
Kasumi (DOA)
It just feels like though that the two big criteria are "How many video game appearances has the character made to put their name out there?" and "How controversial is the character's appearance?" Chun-Li will get up there mostly due to just how many video games she's actually in (she's been in pretty much every Capcom game Ryu has been, and that's A LOT) while the others will pretty much be classified in the second category (proportions, outfit is too revealing, early to late 90's bounce factor).
As for proportions, people forget that while Bayonetta has freaky proportions, they actually work perfectly in the game for the movements and actions she does. If she had an average build the movements would not have looked right. It's the OTT style of the game that's so memorable, everything is extreme and lavish, including Bayonetta herself. And while Bayonetta is a recent character, she will no doubt be up there with Lara Croft as time goes on (provided Platinum Games doesn't end the series at one game). She has spurred the same kind of talk that Lara Croft used to, but Lara had the advantage of being the first, so naturally it's hard to beat her.
While characters like Peach are famous female icons for gaming, they are hardly sex symbols (though that won't stop fans).
