I'm for the 5min lockout they just need to make a lot more then 2 instances and fast.
Hate to sound like a pessimist but... don't hold your breath. I'm not expecting another dungeon/instance till sometime in October.

That's only if the content is so easy that people can clear it quickly and you aren't putting out content fast enough to replace what's already out there. We'll see when it gets here, but I'm not feeling too good about the actual difficulty of the instances when they want to cling to the long "refresh" timers on death weakining. We'll see if the dungeons account for more than a simple run in a relatively straight line with mobs that hit hard.
It's going to take a while for people to figure out what drops what, where mobs are, etc etc and how to not get 9000 damage black smoke blown up your ass by that roaming Ahriman.
They promised that it was going to be difficult... I hope it's not just that faux difficulty where it's hard until it's figured out and then becomes routine and repetitive (salvage).
I don't think they'll be completed that quickly. The timer is gonna cockblock most everybody at first because nobody knows the strategies for anything (hello large aoe for 8K in a very very large radius from the pathing eyeball, and who knows what else). Well, maybe the Black Shroud dungeon will be cleared the quickest due to full parties of R50 overpowering their way through.
Why that is most of WoW's encounters and people rave about those left and right.
Atramedes? Better figure out that sound gimmick or die instantly ala XIV's eyeball. Forget to interrupt that raid wide ability of his? Instant raid wipe ala XIV's eyeball.
Al Akir? Better avoid those tornados and move when needed in phase 3 to avoid the building thunderstorm clouds or enjoy that raid wide wipe.
Twilight Ascendant Council? Better watch those HP %s and have the right buff at the right time to avoid the earthquake/tornado or enjoy that raid wipe.
Sindragosa? Better run out of that aoe she teleports you into or enjoy that wipe.
(I actually have done most of the heroic fights in WoW, so I don't want to hear it. You know it's all true. A gimmick is a gimmick. They're still fun if they're not absolutely infuriating.)

Or are WoW's encounters significantly superior because you're juggling 3-4 raid wipe situations in every encounter at any given time versus the 1 raid wipe ability of the eyeball (that we know about). And who knows if that damn eyeball is a boss. It might just be a sentry (one, or many?) that you have to avoid throughout the dungeon using LoS to avoid the death.

You're comparing a content from 3-4 years ago to 6 month - 1 year old content. Not to mention XI is 2 or 3 years older then WoW, when considering design and engine.
And Odin over all was a pretty well done fight. There were more abilities then kneeling you had to work around. Cerb is just stun like many others, so I'm not gonna defend that.
The HNMs right now are completely unacceptable in XIV terms though.
