I read it as this:
Unless you can get in the top-20 supplier list, there's little point in doing any supply missions at all. If there was some reward to everyone who participated in the supply period, perhaps it wouldn't be necessary to lower the amount it takes to achieve higher hamlet defense ranks. It's not hitting expected quotas because so many people know that their efforts are futile.
Ah, just misinterpreted your comment as disagreement rather than pointing out the lack of cohesion.
Some of that depends on what you want. Some militia items, sure, you need to be in the top 20 for. But other stuff... including seals... comes from the chest and as long as the server as a whole makes it to level 2 then it's all good.
After a week of gathering (medium-heavy, but not intense), I had over a million points of turn in. Perhaps a better system would be that after each battle phase, the supply rating gets cut in half. Give it more dynamics than a three day cycle reset. Have some incentive to keep pushing, while requiring less work to get back to level 2. If you cut the number needed in half (only if level 2 was reached prior) then your top 20 may be enough to get back to level 2 with no additional help.

Looks like 2.0 is right on schedule or possibly coming sooner than expected. Today SE confirmed that you can get Legacy status if you apply before May 31st and then pay for three months. I guess this puts 2.0 sometime in September.
At this point I guess we'll get an official date at E3.
May 31st is the last call when you can start playing and after the free trial ends to be able to pay for 3 months before 2.0
Note that they were referring to new players here, so this includes the 30 day free period (meaning new players have to make it 120 days; 30 free + 90 paid). For those that already have accounts and burned their free period during... the free period... you can probably wait until late June.
Which puts 2.0 beta starting in early October. That's when they had planned in the 2.0 docs, but you can still color me skeptical.

They're also working on items that can grant you the effect like the Signet staves in XI.

That was their reply, yes, but they also replied later with they were looking into items to imbue you with Sanction as well for a seal cost; apparently they're still looking into it. My confusion lies in why they would even make this change when no one asked for it. The issue lies in the fact you have to return to town, not that you have to return to a specific town. If they want to stick by the statement of "it's overpowered and easy to lose, deal with it" then I'm actually fine with that. I wish they'd put their foot down more on things instead of waffling and caving. That being said, if you're going to cave on it anyway why not give the players what they want instead of doing something entirely unnecessary and then continue looking into it.
That surely will make people do Ifrit even if they have all the weapons if the seal reward is good enough. Store your weapons on a retainer and collect more for seals.
Kinda goes against the idea of sharing totems though, oh well.
