I personally don't find any issue with animation locks in general. FFXIV just pulled it off poorly due to conflicting battle decisions that made the long animations of weapon skills a detriment. There was no way to shorten their animations, chain them seamlessly with other skills, or outright cancel them. The way enemies dealt damage and the lack of options to avoid also factor in to make XIV's animation locks a detriment. In regards to limiting a players ability to spam abilities though, GCD and animation locks worked identical in that front. If I'm doing Doom Spike, I'm not going to be able to hit Sentinel for 2.0s no matter how much I mash.
I would rather do 10 abilities in 10 seconds that average 250 damage each than do 4 abilities in 10 seconds that average 250 damage each.
I'm not pessimistic about the game, but I'm concerned that the skill ceiling will be too low in an endgame context. That's why I don't care if the base GCD is 2.5s so long as itemization and scaling bring it down further than what seems currently realistic, 2.0s.
I think it will. Between food and gear (then potential spells/abilities/traits) I expect the GCD to be closer to 1.5-2s at end-game which is fine. My main worry was something you mentioned earlier with the skills not being made correctly and not being distinct/useful enough to warrant their existence. I honestly don't care whether they have GCD or individual cool downs as long as they make interesting WS, spells and abilities while keeping a good pace.

Does communicating with your party/alliance and positioning count as actions? Those elements are equally important as button pushing and require plenty of brain capacity above just executing combos. I'd expect even moreso when the limit break system is fully realized.
Distinction is my issue, as well, but so far, so good, I think. XI didn't do a very good job making distinct, effective abilities, IMO, until blu came around, and those distinctions were only possible because blu used the skills of just about every enemy in the game. I know 1.0. made improvements on that end, but I do hope to see more than flashy twirls with attacks, and actually allow us to use moves for positioning or for varied status effects. Mages shouldn't be the only ones who are able to consistently place negative effects on the enemy, and allowing other classes to do so with those flashy attacks will help the PVP side of things.
