SE will avoid adding open grinding because it's not worth the time investment in balancing it. There will only be a handful of people crazy enough to want to do it and good luck to them finding parties in their level range.
It really sounds like they are in a strange middleground between an alpha and a beta. I question if they even should be calling phases 1 and 2 a beta, it doesn't really fit the definition. I guess you can say the infrastructure is "complete" (and by that I mean complete and ready for testing... followed by adjustment/modification). Since the early tests are apparently stress tests more than anything else, I can see it from that angle. But so much of the content and in-game systems aren't even going in until phase 3, and IMO that's the very definition of when a beta starts.
Now for them, it kind of doesn't matter. Testing is testing and it's a matter of methodically getting through the gamut of everything they need to do. But from a player and public perspective, it's going to sound like the game is in worse shape that it may actually be. Folks have been saying "wait for beta to judge that!", but SE says now we are IN beta, even though the game is not feature-complete, and now folks are saying "wait until later in the beta to judge that!". Long story short (too late!) it feels like we're in a similar boat to 1.0 ("they'll fix it before release! just wait!") and true or not, it's starting to make some folks nervous. All because of, IMO, poor labeling.
It's kind of funny, but I'm glad the Dev team is actually taking some firm stances on some of their core game philosophies/mechanics. So far it's been turning out well... but I don't wanna jinx it. Knock on wood! >_>;
Sad though that there are people on the Beta forum that really believe Feedback = Ultimatums / Demands That Must Be Met.
^ Its nice of them to mention that they really don't need player feedback to know what's wrong. That speaks of a company who is firmly aware of what its rivals have out on the market, and its absolutely comforting, especially considering how often Yoshi admitted that the previous team know jack shit about what was and had been on the market since XI launched.
Now they just need to grind it out, and not push themselves into forcing an on-time scheduled release. If it gets pushed back 2 weeks for polishing, so be it. Fuck your shareholders or whoever else.
"When its done". That still means something, even if today's Blizzard is a shell of its former self.

If they added a loot table to open world mobs then what's the dif? Whether you grind in a dungeon or grind crabs for hours it's still a grind. I'm not on one side or the other. I'm just having a hard time understanding why people give a shit so much about open world being an option period.

Or perhaps, people think that if they're noisy enough they might get what they want in some future update since open area group grinding isn't something that would ruin the experience of all the other people that want to stick to "WoW quests leveling system". Sometimes there is a way to make everyone happy. I wouldn't be that surprised if Yoshi and SE realized that a year or so down the road. More ways to get shit done, more people happy, more customers.
You're cute. Wrong, but cute. Yoshi is all-in with following modern MMO companies. He's made that abundantly clear, and he's seen more data than you could ever hope to see that cemented the fact that the XI and 1.0. idiot supporters are not large enough in number to recoup the massive 1.0 losses. Modern MMO companies don't listen to the whiny and over-vocal minority. It is what it is.

To be fair, Male Miqote complaints where in the 1.0. beta OF, as were Highlander females. Mancat petitions also came out once 1.0. officially flopped and went free, and Yoshi first came onboard.
