I think he's just as zealous as any Garlean, he just didn't cosign White Raven deceiving their emperor in order to fulfill some personal (and extremely reckless) shit. Also, everyone generally distrusted White Raven since he achieved his position thanks to a lot of suspicious deaths (including his own father I think?).
I noticed the Garlean "judge" posse looks lopsided with White Raven gone. Also, the woman's helmet is completely borrowed from Judge Drace.
What is this about fighting? It's a party-based system. You, as a party, should decide beforehand and tell people who should use which LBs and when.
Saying that a system is dumb because there's the opportunity for party members to use it incorrectly is retarded. You could make that argument for pretty much everything in a MMO.
It's like having pooled MP for your entire party: trying to convince your BLM how much MP they should be leaving for your PLD and WHM is not exactly Exciting New Gameplay.
Similarly, I doubt many people are looking forward to a Revolutionary Innovation of arguing with their party about how best to spend shared LB bars. Particularly not with pickup parties.
Seems like it would be better if people had individual LB bars and you could "meter burn" yours during the startup of someone else's LB to power theirs up.
One of the bigger LS's will release a video of how to do a fight, and they'll say in the video when to do what LB.
Then all the pick up groups will imitate the video exactly, no argument needed.

You're comparing primary resources, used by all your basic actions to a secondary, shared resource which is used by party-based actions. Party members can still perform their own roles even if they're not the ones triggering the LB. The BLM "sharing" the LB bar with his party does not stop the BLM from performing his role.
If the system seems too hard to understand, just pretend the party has a list of LB skills to choose from. Who triggers the actual skill is not the point - if the party needs extra AOE damage, the party uses Meteor. If the party needs AOE defense, the party uses Shield Wall.
If "arguing" (quotation marks here for a reason) with your members about the best way to do something with them is not appealing at all, perhaps you're playing the wrong type of game. If you're not interested in figuring out how to do things with your party, then don't do party-based content. In terms of 1.0: ideally, some parties might need the PLD limit break to survive Hellfires. Other groups could just use melee LBs to speed up the fight. Paranoid people could just sit on the full LB bar in case the recovery LB is needed in the last phase.
