The 'Activate' skill is just dumb. 20% increase in crit rate over 15 seconds. Thats ~6 abilities/attacks. Essentially only 1 of your attacks during this buff will crit. Why not just make it "Next attack is a guaranteed crit"? This way you at least give the player control instead of hoping for lady luck to favor you.
20% Increase = added to existing % crit rate. If it's your crit rate is already 80%(hyperbole) through Gear/Stats, means 100% crit rate.
Very useful if you're about to start up a big chain of attacks that is drastically needed. Say to finish the Boss off when everyone is already dead.
Next attack guaranteed (insert bonus), we already dealt with in 1.0, and should probably only be reserved for Big spell casting, imo.
20% increase in crit rate actually sounds kinda OP to me.. lol.. Don't know what you're complaining about. You could easily fire off a chain of CRIT, CRIT, CRIT, CRIT, CRIT..
Are traits listed? Chances are there are traits that can increase the duration and potency, potentially gear as well.
A lot of the additional effects listed under those WS are unlocked via traits

I wouldn't really consider Destiny an MMO. Isn't it more like a single player game with MMO elements?

Regarding "Activate," it will most likely be a staple in Lancer/Dragoon's skill set (and likely used by every other melee for that matter). It feels a little out of place for Pugilist, but I'm not complaining.

Every other element leans to mmo IMO, especially the wide open public combat zones and third person community spaces aka lobbies like in PSO. I guess they are pushing for a hybrid of sorts
