There is no "best use across all jobs". Look at the augments. Look at the jobs you play. Pick augments.

No it's not that ease. First, because I can miss some good configuration which are unique or a lot better then anything else for jobs that I have no ultimate wisdom. Second, because even for jobs I play most it can be marginally gain like for MNK NIN. Third, It's hard to choose even for one job for example which anwig is best as WS piece for :Hi, Vsmite? str/agi or agi/dex?

List of jobs? sure: MNK THF DNC NIN RNG RDM PLD BLU DRG. Lets say all with empyrean available.

MNK - good Ws piece but there is shura now.
THF - agi/dex for WS?
DNC - same as thf? or waltz/??? ?
NIN - same as mnk?
RNG - dex/agi for jishnu?
RDM - str/agi for WS? I think only other good WS head is Maat or Gnadbhod. Cure potency?
PLD - ???
BLU - fast cast is also on Ebon Tam if you really need it. So once again WS piece probably agi/dex?
DRG - ???

Already answered, waltz timer if you dnc, pet pdt if you bst. Some marginally improved WS hat if you don't use either of those jobs.
