Absolutely terrible, avoid at all costs. I had it for 2 years when I was in school up in Connecticut. Awful tech support, internet would drop out multiple times during peak usage, expensive as fuck.
Charter in my area (upstate SC) is actually quite good. It used to blow, but since they restructured after their bankrupcy they apparently figured out that not treating their customers like shit is a good idea. I hear roughly the same amount of bitching about the DSL and cable internet in my area.
ive had charter for 2 years now and paying for 60mb/s and ive usually at 64mb/s. the lowest speed ive had was around 15mb/s, but on rare days.
i dont want tv so cant say anything about that.

Hmm.. Well it's between that or DirectTV, and I hate dish for just about everything.
Been with charter for a while. Pay for 20 down, 5 up. Get 10-12 down, 3 up most of the time. Not horrible, but nothing to write home about.
I have charter and the only good thing about it is there's no caps. Or hints of hidden caps even. I have downloaded over 1 and a half terabytes in a month before. And 600 gigs+ subsequently before and after that particular month. They offer 25mbit here(alabama) but I only ever get 12, even at night.
If its your only option then I guess you'll have to deal with it. Not the best service, especially for the price.
