There is such a thing as a symbolic victory and not an absolute victory. A good example of this is the Emancipation Proclamation. That was a symbolic victory. Does racism still exist? Of course. Did it really accomplish what it meant to? Who knows? But at the time, people who were persecuted and slaves everywhere were fucking happy that some sort of victory was achieved.

Depending on what you believe, he either dismissed intelligence that there were no WMDs as untrustworthy (since they came from within Iraq's government) or was intentionally misled by Cheney and his cronies.
