Mercy is sucky without stacking too. But because Rudra benefits from having RR atma though, it's more useful inside Abyssea. Outside, Mercy wins from the LVL90 bonus damage and because the STR will actually affect your fSTR
The Rudra Aftermath is without question better than Mercy aftermath, but consider in either case you give up a lot of potential damage vs. Evisceration when you aren't stacking (though considerably less outside and on higher level mobs)
I'd say right now, all things considered, a better aftermath pulls Twashtar ahead. But keeping in mind that there was a ninja buff to the hidden triple, if that trend continues in 95/99 it could easily swing in Mandau's favor. The expected final proc rate of around 15% (assuming linear progression) would make it almost equivalent with the benefits of being far easier to maintain and stacking with the AF3 triple (which I've heard Twash does not do)
