The trick is to get one completed and working before SE sends a C&D to them. And then you'd be stuck without some new features when they add them. If you get C&Ded before Heroes of Abyssea, you have no chance to add Dominion Ops, same with Bastion for Scars.

SE doesn't tolerate free servers, even when they try to avoid removing the need for a Content ID. An offline version of the game is only likely to be worked on after the game is shut down, or maybe by someone overseas in a country with poor copyright enforcement.
