Majora's mask was a tougher game, as for better? Eh. The story is not as fantastic as Oot, more gritty sure, less fantastic. Unless difficulty = more fun for you then no. MM's world was less fine tuned than OoT. It giving you time constraints they severely limited you from wandering around and bullshitting for as long as you really wanted, and honestly I enjoyed dicking around in OoT. Excellent game, better is rather subjective.

I don't know about that. You could easily wonder around in MM, reset when your time got low, and rinse repeat.

Ikana Valley and the surrounding areas (The castle with those skeletons especially) was definitely one of the areas that won me over for MM.

Majora's Mask is several times more fine tuned than Ocarina of Time. Time constraint? Really? You do remember you can rewind time indefinitely, slow it down or speed it up right? The time aspect is by all accounts pretty damn arbitrary. The only time you will probably ever feel pressured by the "time" is when the moon is about to crash while your seconds away from completing the dungeon.
