Some messing around with the limited data we have showed that Iga Ningi +2 may add a maximum of (from Kirschy's data) 10.869% and a minimum of (from my data) 10.862%. This is assuming that it just adds some constant amount. It's hard to say really at this point, not a lot of data, but from what I've looked over it seems unlikely to be linear. There may be some inflection point or tiers or AF3+2 might even add a static amount then enhance the skill bonus.
Who put strategy and tactics into my nin?
This is a very interesting point. This will vary from mob to mob, but we now have at least three different angles of which to consider as a NIN tank. Do you want to max out haste with your miga? Or do you want to max out Ninjitsu skill. Also, how much HP/-pdt/-mdt gear do you want to wear too, since it affects how much damage will cause miga to proc.
Nin is somewhat trivial in abyssea, as there are only a select few mobs that can really one shot you if your NIN is fully developed with atmas and abyssites on things that aren't routinely brewed. I think this will be a more interesting problem for Ninjas to solve outside abyssea as we get more Lv90+ content, as NIN certainly feels gimpier without those nice buffs.

Besides we're not at lv99 anyway. The way SE rolls, nin could be gimp again like in the old days and DRK makes a comeback or even PUP could.. no, forget I mentioned PUP.
My original reply was to the decision on whether or not to go full out Ninjitsu skill. And that IMO is an interesting quandry.
