Your dog most likely needs more than just physical exercise, it needs mental. Training, playing, everything. Bully breed dogs are notoriously high energy. Also check his diet, if the protein content is too high, even more a reason he'd be high energy.
Also, all dogs are house trainable. No if's and's or buts. Feed on a schedule, take out on a schedule. One of the dogs I mentioned in a previous posts, who lived outside their whole life, who's around 5 years old, is house trained. You need to have patience, and clean it up properly, also crating inside. A dog is a companion, not a lawn ornament, and if you're serious about having the dog you'll put in the effort. I'm not saying you don't love the dog, but you wouldn't keep a child in diapers if you struggled to potty train.
If you can't put in the effort, take him to the no-kill shelter, or post on Craigslist. Charge a rehoming fee, and ask to get a vet's reference before you adopt out. You can PM me with more questions, and I am a professional, and I'm willing to offer all the advice that I have.
