The star readers pretty much said at the end that they were full of themselves the past hundred years and stopped paying attention to the old knowledge. The fact that they locked that stuff up and didn't decipher it was only because they thought they were better than that old knowledge. Not heeding the past is definitely a thing governments do, especially when their country is prosperous. When the country took such a quick and unexpected turn for the worse, and especially regarding something "pagan" that they were trying to cast away/grow out of, they had no idea what to do about it using the new ways of doing things. They could only fix it by learning the old knowledge which many in the government thought they didn't need anymore. So I'm not really surprised that they would lock that stuff away and ignore it, historical records like that are only paid attention to by many when there is a specific problem to solve.
