Well, for the "complete" Evangelion experience, you have to watch the whole anime (episodes 25 and 26 will be quite odd though, and the End of Evangelion adds to them/replaces them), then the End of Evangelion, then the new movies (1.11, 2.22, 3.33, and 4.44 whenever it decides to come out >.>).
Yeah I think you really gotta experience ALL of Eva to fully appreciate it and the journey it's gone through over the years. It's an essential staple for anyone who watches anime anyway, just because of its history and cultural impact.
Watch either 1-26 then EoE, or 1-24 then EoE then 25-26. Doesn't really matter. Death and Rebirth is just a summary + the first half of EoE, so it can be totally ignored. Rebuild movies come after, and I'd consider them optional, especially since they're not finished yet. Oh, and some of the original episodes have Director's Cut editions... not essential, but may as well watch those versions.
The new GitS OVA is a prequel to SAC. It's decent.
Action stuff from the last 2 years? Everyone's going to recommend Fate Zero, and I do, too. It's better if you read (not watch) Stay Night first, but that's not mandatory.
Despite having action moments, I wouldn't call Evangelion an action series. In that vein, it'll probably disappoint some coming into it from PR hoping for more robot hulk smash action. Litmus test is probably how much you can put up with a teen boy with daddy issues being a whiny twit. If it's low, I'd say stick to the movies or just try to youtube the fights specifically.
Original Eva 1-26, then the non-recap movies. That's the original experience that everyone should have. You need that extra wtf before the movies.
After that you can watch 1.11, 2.22, 3.33 and wait for 4.44 if you want. Or you can wait for 4.44 and then marathon them all.
Past two years action/politics... Definitely fate/zero. Maybe Gundam Age.
You guys are all wrong. Just watch Gundam Seed and Seed Destiny if you want the best robo animes. Case closed.
(I actually really liked Seed. Not Destiny though, that shit was.. well... shit. And there are plenty of other great Gundam series).
