If you're asking if it's the first Wing Zero since ye olde original HG 1/100 Wing kits, yeah. Although it's sort of a meshing of the Katoki-designed EW and Okawara-designed TV versions (hence the Proto-Wing Zero EW designation); the only actual Wing TV-"accurate" kit was the MG Wing Gundam from 2010. Tallgeese counts too I guess if you paint the yellow trim white. Any eventual Leo will probably be close enough to call accurate too, since there's not too many changes to make from Tallgeese.
I'm still getting used to the composite myself; i've heard the internal frame could concievably work with the armor of the old HG 1/100 Wing Zero (TV) if one were inclined to attempt to modifiy the parts to attach to the frame. I suspect this means lots of putty and possibly canniballizing parts of the MG to ensure it fits properly. I think the arms look fine for this hypothetical conversion (although we can't really estimate bulk yet, so this may require sanding the HG parts down some, or using the HG arm armor).

Is there a reason we never get quality kits that are true to the original anime designs? I might be in the minority but I really hated EW designs on pretty much everything (yes even Deathsycthe Hell). Makes me wish Bandai would get off their kink with making EW inspired kits. They couldn't even keep the extendable end on the shield for christ sake.
Pretty much has to do with Glory of the Losers (and the shift to using the EW versions and to a lesser extent, Frozen Teardrop) and the Wing revival going on in the past two years; it's also getting a picture drama with the 2nd Blu-Ray.
I suppose there's always hope for the TV versions at some point..

Whats the general rule for what should and shouldn't be panel lined?
Anything can be lined, just be sure to take protective steps if it's near a clear part.
I'm a fan of subtler lining (slightly darker shade of main color) when possible, otherwise fine-grain black pigment paints/enamels are the de jour; but there is sort of a caveat here in that depending on the amount of lines (either out of the box or after you carve them yourself) it could be ugly with a shitload of black lines everywhere. Obviously it's somewhat personal preference in the end, but yeah.
Look at the MG RX-78 OYW or 3.0 as compared to the 2.0; it's pretty straightforward since Dalong purposely lines with that black marker.

Also, to build on what I said earlier, if you're looking to create shading, this is pretty much airbrush territory (lightest shade in the middle of an area, darker at the edges). Otherwise you'll be limited to weathering edges only, which isn't the best for "factory new" MS.
This technique in particular compliments a more subtle lining approach (ideally the line would be the darkest shade, followed by the outer edges of the armor/whatever being a more middling shade, biased in favor of the lightest shade in the middle of the section, etc.). When I say "section" this would refer to a single "panel" (ala the 3.0 or OYW's torso being comprised of several of these sections, which you'd approach the same way individually). This is definitely a more advanced technique though, but it gives spectacular results when you've got it down; for now you're probably more interested in just getting nice and clean lines wherever you want (and if you happen to feel there's too many panel lines, putty and sand them bitches).

I'm confused by Barnes & Noble selling Gunpla too, but they probably picked them up via BlueFin - Bandai's official U.S. distributor.
I mean, we kinda knew they might be exploring ways to expand their prescence/visibility because of Unicorn and overall sales booming, but B&N was definitely unexpected. Maybe they noticed Amazon carried them. Also note that it's Wing and Unicorn kits - this should be a sign they realize what's popular here. Bandai has also made efforts to identify online retailers (besides Amazon) too; I wouldn't be too shocked if we see the online exclusives shit expand through BlueFin to the U.S. as well since pretty much everything but X and G are popular (enough) here to varying degrees.
All Turn A, Gundam X 1/100s and 1/144s getting reissued this month. HG 1/144 G-Savior and the whole Victory line getting reissued in November.
