Nearing level 15 on a cleric and sorceress duo. Was hoping I could get some suggestions on which advanced jobs would best play off eachother.

I duo with my husband and he's a pali and I'm an elementalist. It seems to work really well for us. Not sure if it's "best" but it does work well.

Not a whole ton of difference between Elementalist and Mystic right now at this level cap. Mystic is slighty better at groups and Ele can put out slightly more single target damage. Both can put out a lot in either situation though so difference is minimal. Mystics have one of the best party buffs in the game later on though, as well as some nice debilitating effects for groups of enemies, so they're supposed to be far more desired later on for groups (as opposed to Elementalist who are largely just pure DPS, though frozen enemies do take extra damage from everyone). I'd honestly say just go with whichever class looks/sounds cooler to you. Don't know a lot about Cleric so I can't really comment too well there. From what I do know, Priest suffers the same thing a lot of classes do currently, and that's a lack of real good skills at the 24 cap (as well as no real dungeons that require a healer). So whilst they're not so great here they're very highly demanded (and supposedly almost a necessity in some dungeons) later on. Paladin however is quite good right now and far more popular overall since it's a hybrid role capable of putting out decent damage, tanking and throwing out a little bit of support with heals.

Get the -CD crest and spam the shit out of it, everything paralyzed forever.

I'm terrible at this game, how does it work on players? Lightning relic sends off periodic shocks, and if an enemy is hit they'll be electrocuted (i.e.; they'll freeze up every so often and make crackling noises)

Yeah that's pretty much how it works on players too. Lasts like 10 seconds or something and it just interrupts you every few seconds.
