It's not a mistype. The chart shows what stats are on the weapons by default. Only the PVP set has the attack speed on them already because they either cannot be enchanted, or can only get +PVP power on the lower stat bonus section. It just means that none of the weapons can have 3 attack speed mods when fully enchanted.

And... my ingredients chart just got outdated. Tomorrow's ktera patch is making the shandra's feather (Cannot trade), and blue argon armor shards are changing to a point purchase item. Also, both armor shards are changing from (Cannot trade) to tradable. Number of blue shards required are being decreased by 1 for weapon and body. Victor's set prices are changing to 1500, 1200, 600, 600 for weapon, body, gloves, feet respectively.
Drop rates for enigmatics are changing to 100% for both normal and hard modes of meldita dungeon, and drop rates for other items are increased by 25% if the party has a first timer.
And some other changes... including buffing up the queen... one of which is a virus effect that now does 50% hp dmg every second for 6 seconds.. lol

is small difference too, but when you crit, the damage difference is a few hundred thousand (around 150,000-200,000)
now imagine a 800 difference on crit
The pic you posted is definitely Meldita; T14 GS with 4384 base attack, 22230 base impact. Explorer's GS= T14 base 4276/21171. If you meant Hero's GS because base 4383/22230, that's also wrong because it's T13 and not Masterworkable.
+12 Meldita GS; 4384 + 1709 = 6093
+12 Plowshare; 3786 + 1437 = 5223
+9 Dayslayer; 3436 + 927 = 4363
You're right it's another 150-200k on crit, but I would still prefer to save my T14 fodder for Shandra or Iron Badge and sell Meldita Enigs. Iron Badge will be 10%+ more base damage than Meldita. I could understand getting Meldita if you didn't get a T13 before QoTA2, but you could also just use Victors, from BGs, for a quick fix.

it won't be as high as meldita, but (as no ones confirmed otherwise) being already revered rep nexus, you could basically pick one up day 1, unless they change something, and T14 fodder for it, as it is currently handing out T13 fodder currently in qoa2, it may be handing out T14 fodder. Even though its about 110 base damage below the meltida sword, its still , going to pass a T13 MW , way before having to +12 it. Should be around +6/+7 that it will start out dpsing a +12 T13 MW
Looking at... 2-3 weeks of nexus for that fodder (and no fail enchanting), overall would be up to whoever wants to decide what to do!
As currently fanesteel, godmerrow, dreambindings market is falling through the floor, you may be able to get one made semi cheap, although you'd be dumping alot gold? maybe on T13 off the AH (or the nexus method?). Supposedly battlegrounds is coming "in summer" which is ending soon.. no idea if it adds QoA or what, so it would be up to you to decide what you'll do with your gold/time etc

I wonder if they'll attempt to address the enchanting system at all. That seems to be the biggest factor in detering people who would otherwise normally be playing this as their main MMO. It might get ugly after GW2 drops and WoW's expansion shortly after if they keep things the way they are and allow their "time/effort invested < luck/gold reserves" to be the mantra.
The enchanting system is designed to be a gold sink and an RNG time sink, it's not going anywhere. Just be thankful you aren't trying to +12 a weapon yet, lol.
I've been using the BoP gold gear drops, which I've had very high success rates on getting to +9 with and low cost.

I must have pumped 15-20 BoP golds into my chest at one point and couldn't get past +6
It has to be reworked or A LOT of people will be jumping ship soon. Even if it was something as simple as putting better alkahest in the pug bag it would make a load of difference. I will certainly keep that in mind haha I personally have no plans on getting anything more than +9 t12 gear, but the system is still borked when it's basically the equivalent of being able to spend a fem million gil on a diceroll game with an NPC gobbie and walking away with everything you need for your relic...
Granted, you would need to be extremely lucky, but it shouldn't even be a possibility to allow Johnny Casual to get a +12 for 1/10th of the time/money as another player who loyally grinds all the dungeons and spends hundreds of hours for theirs. I just find it dumbfounding that the RNG-fest doesn't even work correctly for both the long-term subs and for the devs to keep people in the hamster wheel as long as possible.
