I don't think that's the case; I think it's based off server activity, rather than specific area population. I went out to Habere yesterday during Nexus and the outskirts of the city was swarmed with ghosts and almost no people sans others I'd told about the area being a good place to get ghosts (and I was originally alone). Fast forward two hours later, Nexus is long done, and I can barely find any ghosts at all, but the number of people in the area hadn't changed (and Habere isn't exactly the Whitegate of TERA).

seems like it.. nearing nexus hours, and I already see a decent amount of ghosts, saw up to 3 on my screen at once O_o

I conclude its a set rate and we were just ahead of the curve. Opening day I got my 2 stacks and headed to Habere and cleaned house until I stumbled across Mits. Left again during nexus and was the same as any other time. Logged on after todays maintenance, quickly wiped out ZF in all of its full spawned, server reset glory. Then back to my Habere circuits. ZF made it clear there are large areas where they are packed and lined up 10 - 15 meters apart, so with people missing some that are hidden, also possibly a variable respawn timer; its easy to get a slow stream of scraps rather than a motherload or nothing in case you were beat my a min.

They added the new Halloween stuff and brought back pretty much everything from before as well into separate categories; except for the gold weapon skins.

Still not sure what I'm thinking about getting yet, if I had a Popori, I'd get bird mask or drake mask for sure.

Was really hoping for some temp race change/costume items. A popo would be fun, but idk about THAT much fun. Popo sorc with top hat/any of those masks would have been boss.

I'm kinda liking night farming (between 3am and 8am) really like no one out farming ghosts, so between that and channel jumping, you get a good amount of eggs per hour still.

Bastion bottom right area, one giant loop. The bots tend to not pickup anything that drops after awhile so it adds a bit more gold/eggs while running around!

Thanks! thing is i was doing crypt in elenea and i only get about 40 an hour on average and 60 if i am lucky. will try that when i get the chance.
