Sadly, you're probably right. IIRC SE said that to battle their financial loss they were looking into DLC and random crap. I really don't mind DLC, but if it's right from the start without any reason other than "We got to have money" I'm pretty much at a turnoff.
Nevex is right though. All SE is pretty much doing is recycling. If their method to make these is anything like osu!s beatmap creator, it's not that bad once you figure out things like the BPM.

At least FFXIII-2 does have some actual new content. I refuse to buy the costumes, though.

Square Enix has announced a bonus for North American customers: a gripped stylus that can be customized with a set of 17 game-themed stickers. Cloud, Squall, Cecil and Tidus are getting stuck on people's butts when they're not looking. I'll keep the Moogle, Chocobo, Terra and the others for myself.

I feel like I'd find the game disorienting with the display being above where you'd need to be sliding the stylus around directionally. x.x
