Depends on jobs, what you like, how much effort you want to put into it, etc.

GK is incredibly easy to get, and SAM is a solid enough DD outside abyssea, but it's pretty bad inside.
H2H is by far the hardest to get (except maybe final stage vs sword), and by far the most useful of the three.
Sword is fairly easy to get to 85, but the 90 upgrade sucks. It's a pretty good weapon for BLU and PLD though.

As for the original question, it will become needed as soon as you reach abyssea <as early as lv 30 but definitely post 75> or as early as you want to go into the past zones for missions i suppose?

Oh... saw a lot of lights when doing hedjetjet, with only CDC blu, hi nin and a vorpal blu + me. Every 3 seconds was a light... so we just assumed it was from CDC and ukkos spam lol.

It was, that doesn't mean they can do infinite light. Skillchains end when you use a level 3 skillchain element. If you close with a light or darkness WS, that is the end of the skillchain.

CDC and Ukko do make light, but it's double light and nothing can be added onto it. You'd have to do 2 new WSes and make a new chain.
