After Dual Wield (and other non-Haste delay reductions), before Haste.

Yeah, the "Delay" in the equation is pre-Haste delay. So if you're using a 190 mainhand an a 180 offhand with 30% Dual Wield, you'd get 270*.7/2=94.5 as "Delay" I don't actually know if it floors or not.

Iirc it's on casting of spell, it's not tied to JA.

Yonin's effect decays and you'd want Haste for Utsus obviously. How much NTE can you get on a Black Mantle?

No clue how much you can get on Black Mantle or from the weapon, but you only need 12% from them combined as long as Yonin gives you at least 20%. I don't have ninja leveled up past subjob use, but I'd totally gimp myself in recast times if it meant buying infinitely less tools. :3

From what I've heard and see it seems to kinda run out. Then after a time people can do it again. A few weeks ago when my server got acess it would do that and then people would just wait at the thing spamming till it came back lol

I don't recall there being any particularly unique pieces for BLU PDT besides being able to use an Umbra Cape. It's mostly your generic all jobs Dark Rings, Augmented Earrings, Twilight Torque with Darksteel crap mixed in.

Of note is Melaco Mittens which is relatively new. Although because BLU can wear Denali Wristbands, I personally wouldn't bother for that extra 1%, but it's an option if you're so inclined.

Dark Rings, Darksteel, Louhi's is a good place to start. Can get augment PDT ears from quest in vunk as well.

Iirc it's on casting of spell, it's not tied to JA.

I assume it follows the rule that every other AF3 piece that enhances a JA does, in that you lose the bonus if you remove the gear, so it needs to be on either way.

BLU offhand sword? Using Isador main, still working on trial sword (have yet to decide if I want to go OAT or 2-4hit route), wouldn't mind something to use in the meantime that doesn't spell gimp like my corbenic sword (even though it's base dmg isn't half-bad).

DA/Str Shamshir for Magian swords, wouldn't bother with 2-4 at all; Mageblade is a decent non-trial offhand, augmented firmament with max/near max augments is also decent.
