Installing FFXI on a PS3.(updating problem)

My friend is looking to install the PS2 version of FFXI ultimate collection 2008 on his PS3, using the PS2 emulator he got off PSN. He installed and updated POL just fine, and installed FFXI and the four expansions as well, but when he updates he gets the following message:
    "Error code: POL-0010
Network is busy or there are connection problems. Please try again later or verify that cables, networking devices, and network settings are properly configured.
    D:image/ffxi/ROM/25/52.DAT"
Seems like a corrupt file? Is there a way to fix it? Should he do a full reinstall? He already just installed it twice and got the message over and over.

If it was over the past couple days, it could be from the server maintenance/update.

This might sound stupid, but clean the PS2 FFXI disc off and try checking the files via POL, maybe your installation missed a file.

He's misunderstanding. There's a PS2 file required for download to use the 2008 Collection and WotG discs. It's an update for the PS2 HDD compatability whitelist to allow those discs to see the PS3 hard drive. Sony did a whitelist to block unofficial software like HDLoader and CodeBreaker from seeing the hard drive. When SE released the new install discs, they had to update the whitelist.
