Im gonna guess Galka DRG STR is around 108? +6 or something from hasso and +7 from food and +59(you should use moonshade with tp bonus) from equip is 179.

Gungnir 95 and no boost STR, ~120 VIT mob - 313 is base w/o legs and +9 STR can add +9-11 to this which is 2.8-3.5% and 5 att. Af3+2 wins for uncapped att but capped acc
Gungnir 99 and boost STR, ~120 VIT mob - 353 is base w/o legs and +9 STR can still add +9-11 to this which is 2.5-3.1% and 5att. Af3+2 wins or is even for uncapped att but capped acc
For Fodder mobs Af3+2 wont add anything to fSTR and will be inferior (It will be 2-2.2% increase vs 3% from Ogier's)

With 99 Gungnir and BoostSTR I would always use Ogier's regardless of what mob you fight.

Trying to pick the best between gungnir and amano

The main question being how well does a relic sam do vs a relic drg, but also how big of a gap is there between the closest alternative (OAT lance//tp bonus GK) since I have read somewhere that oat lance is competitive with gugnir?

OAT is pretty competitive, considering how much easier it is to make. I would be unsurprised if a 99 OAT beats a 95 Gungnir in almost any Acc-capped situation.

Things that you would need to make Gungnir better than the OAT:
* About 17000 currency (~120 mil?)
* 5 Umbral Marrow (~120-150 mil?)
* A good TP build so you can 5-hit a 492 delay polearm

Things that you need to make the OAT:
* 10 Baby Blobs (maybe 7 Abyssites?)
* 150 Silver Mirrors (~4.5 mil?)
* 150 Riftsand (~2 mil?)

If you have the resources to seriously consider making a 99 Gungnir, then you have the resources to crank the OAT lance out in less than two weeks.
