If you shave it will actually itch a lot worse, but only for the first few times you do it and you need to do it regularly or it will itch every time you do it. It also has a lot to do with how well you shave as a bad shave will irritate your skin. In a clammy area such as your balls it pretty much becomes unbearably itchy with a bad shave. If you shave regularly though I think it reduces the itch.
