It's not straightforward, but it makes sense. There is a 1/3 chance of each of the answers being right, and you have a 1/4 chance to pick each of them (2/4 for picking 25%).

(2/4 * 1/3) + (1/4 * 1/3) + (1/4 * 1/3) = 1/3

EDIT: Nevermind, I see how the nature of the question and answers themselves make it a mind fuck.
