Viscant might be a great player but his Haggar is garbage. Haggar isn't high tier but I rarely see any top players try to utilize him any more than an assist which is retarded. Any serious Haggar players don't rely on pipe at all because it's too predictable. Counter-hit aerial headbutt will get you A LOT farther and you can do some sick combos with it instead of starting your combos off a ground bounce which limits his combo potential.
