No, I've got the same numbers on a sniper build. I think the action skill now has stats that scale with your level.

Btw, dunno if this is easy to catch onto or not, but whenever a skill says "up to xx%" it calculates how much of the bonus you get by however much % hp you're missing. If it's up to 20% damage you get +0% damage at 100% hp, +10% damage at 50%, and +20% at .001% hp. That includes those "up to 4% health regen" that maya/salv get.
