I think some do, of course there are those that are complete trash but they should be forced to work, they shouldn't be paid so much in benefits or get it so easy. I believe they are this way because of being second generation poor and unemployed people, not solely because there weren't enough jobs (which mass immigration didn't help) because I'm not gonna deny a lot are lazy but none of it helps. I think the country is beyond saving now anyway.
