I had that done to my last ticket. The first thing that the judge asked in court was 'how many people are pleading to have their ticket dismissed on account of a good driving record?' and like half the court raised their hand.
All we had to do was sign a form that says something along the lines of 'under penalty of law, I have not been given a ticket nor attempted to get a ticket dismissed in the past 3 years.' I filled it out, gave it to the judge when I was called, listened to my violation, paid my court fee, and I was out of there with no questions asked. And this was for doing 92 in a 65.
Essentially, what I took away from that is you can get a ticket dismissed if it's been more than 3 years since your last ticket. And you don't act like a tool to the cop/judge.
