Where can you see it from? Somewhere on the 2nd level?

Ummm, if you leave town and hug around the east side of it, I guess it might count as the very south end of Cactus Basin... There's a few spots with a clear view of all the dunes that lie south of town. Thinking of it, it seems like the only view of an area that's of a actually different terrain/biome in XIV at the moment.
