Yes it is lol. I have it dual-audio and the japanese subs are 100% different from what is said in the dubs. And what's in that vid is nothing compared to the whole thing, it's way too funny how badly it's dubbed.

Actually that's the parody actor, just the same lines. I think that most of the DBZA staff does a great job mocking up the English dub cast. Hell LittleKuriboh does a much better Freeza than the English dub.
