For the record, tele crystals don't lag me as badly anymore either. I don't experience the 0-slowdown of the test server though. I'm not sure what caused that.

Yeah, I saw that in the update notes and was confused as well. "But, you already use IS to access the porter..."

But yes, the porter doesn't take your permit anymore if you are Captain Rank. And if you aren't Captain yet (my mule is not), it gives you the option, right at the porter itself, to either use IS or the permit if you have one.

This does save the step of having to buy a permit, but I'm wondering if it also means you can always use the porter when the ass-candy is gone. Before, IIRC, when the candy was gone, you could use the porter if you already had a permit, but you couldn't buy new permits.
