MB or CPU making high pitched noise.

I've had a problem with my pc for about 2 weeks now.

First the pc was freezing, everything working fine, but occasional it froze, the pc stayed on.

I went out for 3 weeks then back, it was off all the time no one touched it. As I was using it, it switches off, completely. So the first thing that came to my mind was the HDD caused it. Got a new HDD, same problem.

Now after 2 weeks of research and checking, I bought a new PSU, a new MB, and a new Heat sink. Now I have a new problem.

When I plug the power, I get a high pitched noise. I've replaced everything except the CPU. RAM I had old similar ones, I replaced them with. Graphics cards, I had 2, I'm using 1 now.
I googled high pitched noise, and people say the MB is not powering up because of ... ( everyone gives a different reason).

Anyone has any idea of how to fix this?

    Old specs:
    Intel Quad core
    Asus P5N32-E SLI Plus
    GTX 8800x2
    Dominator 1066mhz x2

    New,
Added an SSD Drive, havent been able to use it yet.
    Biostar TP43E.

Are all your fans spinning? A stuck fan could make a pretty weird noise.

Yeah, it's a very high pitched noise. You can barely hear it, and it's on when I plug the power , even when the PC is off.
Also when I unplug the cable it stays for 5 seconds or so.

Unplug the PSU from the mobo and see if it makes the noise while plugged into the wall but your mobo.

If compatible try your old PSU on your new mobo. Sounds like a DOA PSU

Tried that, nothing from the PSU.

Edit~ Just took everything off only MB and PSU left, and it's still happening I guess it's the MB? Old PSU seems dead or something.

Can you try your old PSU with the new mobo?

Old PSU not working at all, I have a small new one, it powered it up, but I can't connect the graphics card because the PSU only has 1 PCI-E.

    Edit, MB just lost 1 LED light lol -.-;

Another thing to note (I know you said you unhooked everything except PSU from MB) is the speaker (if there is one). You could have it hooked up wrong and its causing this.

Its definitely the PSU or the mobo though. I'm not sure if the PSU will function as on if its not hooked up to something, so plugging that in while not hooked up might not have been a valid test to rule it out. You should be able to tell if you keep it outside the case and put your ear up to both the PSU / mobo.

I remember my old CRT monitor making some noise like the one you describe, could try with another monitor or a TV.
