Wait, what are you looking for exactly? Do you just want to know how to draw in photoshop or something? I guess if you want more tutorials you can try Gnomon or Digital Tutors.
There is also a lot of good tutorials on Deviant art for the whole process, from using layers to drawing outlines and then to colouring.
What's being done in the video there really is just digital painting, and 80% of that is knowing how to draw/etc period.

edit, I'd like to know what brushes, settings, etc he uses for different effects not necessarily how to draw something, more of how to paint it once it's drawn sorry for not making that clear
For line art he uses a black brush with shape dynamics turned on and control set to pen pressure. He may also have other dynamics on and opacity also set to pen pressure. Hardness at 100% and spacing at 25% (anything above looks weird). Smoothing is turned on.
For blocking in shade and colours he turns off shape dynamics, sets the hardness of the brush to about 20-80% (you have to play with this to get the right effect, and certain materials will require different hardnesses to achieve as well as light sources), the spacing to 1%, and he changes the basic opacity from around 20-60%. No one can really tell you what setting to use and when, all that comes from experience. He also changes the brush mode from normal, to darken, to multiple (again, what to use and where comes down to experience).
For final rendering he keeps his brush at 100% and uses the normal brush mode.
Oh, and other dynamics is called transfer in later versions of photoshop.
There's nothing special he used, no additional downloadable brushes or plug ins that I see. It's all basic photoshop, and more than that it's basically just art.
if you want thorough details on the sketch itself, a tablet will help tremendously as well
