Yes, negative feedback and neutral feedback ares till there, however it depends on whether you are the one buying and selling. If you are the seller and don't receive payment you could re-list the item within 2 days but you have to wait some period of time for you to be able to leave negative feedback. For a buyer you can leave negative feedback right away I think.

Just reply to him "If you ship me the item, I'll gladly remove the negative feedback. I'm only leaving negative feedback because you refuse to ship it, if you hold up your end of the deal, I'll hold up mine."

    at-least he speaks English.

"i paid you have not sent yet why" < from Kentucky

I was away at a wedding, so I refunded his money back as soon as the sale ended because I wasn't going to get the item out in a timely fashion. The I offered to sell it to him for free shipping when I got back. I get home a week later i have I 14 of those messages in my inbox.

So, from my experience everyone on Ebay is fucking retarded and if you think you can play games with him to get your item, Fucking do it. Have no remorse for people on Ebay.

Isn't there a minimum bid/amount or something you can set as a seller?

Yup, a "reserve." If it doesn't meet the reserve by the time the bidding is over, you have every right not to sell it. You can also decide to sell it even if it doesn't meet the reserve. People are just retarded and either don't know how reserves work, or they think their auction having a reserve will deter people from bidding.

I bid on a super cheap memory stick for PSP a long time ago, and after I won the guy refunded my money saying they could ship. I realized it was prolly a bad idea to buy it at this point so I just let it go and got a Sony one from somewhere else.

But like everyone said, it seems like a lot of people don't like how low something sold for and want to get out of it. I used to sell Microsoft Office I got for free and sometimes it sold lower than I wanted but whatever. One guy bought my last 4 and were selling them for $150 each lol. I can't imagine him making much money that way.

I think people don't like to set reserves because it's somewhat detrimental to selling. The point of the auction part of the site is so people can bid what they want and not have to meet a certain amount before they're in contention for the item.
