If they change marriage to this, it should be a general license change. Like getting your driver's license renewed, you get your marriage license renewed every 2 years until you hit 50 years of marriage. After your golden anniversary, you don't have to renew it anymore. The government can just assume that you're going to stay with the other person until you die.
