I will probably apply for this, provided you are allowed to go anywhere in Japan and not just Tokyo/other specific place, and assuming (big assumption) I have money by the time applications open. I would have to start a blog and register a social media thing though, but I was already considering starting a blog at some point. I wonder if being involved in the Japanese program at one of the largest schools in America will give +points to this.
