Can you steal other peoples personal vehicles?

I try to get into a car, and it says "That is (x)'s Personal Vehicle, You cannot steal it". Then I was playing last night, and some dude jacked my motorcycle. I ended up tracking him down and killing him to get the bike back, but I was just a bit perplexed by that.

He got it originally by blasting me immediately upon us both getting out of a mission we were both in. I made his night hell for the next 45 minutes lol.

No, but you can take off in someone's vehicle (But if your tracker is in it, he can't make it his/it comes back to you when you restart or join a new lobby)

That being said, you can also block people entering your car. Hold select for the interaction menu. You can change who can go into your car from Everyone, Friends, Crew, Crew + friends, Nobody

Man this is stupid. Pure greed, IMO. He should be thankful he's getting more exposure by having his songs playing on GTA V. There are some good underground rappers that would KILL to get that kind of exposure!

Turning down the offer seems silly, I agree. But if they did end up using his music without his permission, I can see why he'd be mad. The recall demand is just blowing smoke. If they couldn't get the rights, I don't know why they didn't just get another artist. As you said, plenty of people would have been happy with the opportunity.

I'm not knocking him for refusing to be in the game. And if they used his stuff anyway, he should definitely sue. But I don't think that he is currently a big deal. It was a couple songs on a radio station in the game. It's like how I don't currently care about Molly Ringwald.
