They are not being catered to for their discomfort, quite the opposite, they are being told to use a locker room with everyone else of the same gender despite how uncomfortable they might feel to change in front of other people.

Gender identity is LEGALLY and Psychologically not connected to what physical genitalia someone possesses, a pre-op transgender person who is using the woman's locker room will have gone through the legal avenues to become legally a woman and is going to be going through hormone therapy and living as a woman in every aspect of their life.

I don't even know why you would ask the first question. Every person is different however, I would assume someone who is pre-op and not a hermaphrodite would have only one set of genitalia. I feel that pre-op transgender women should be allowed to do what everyone else in the womens locker room is allowed to do which is change clothes. Again you are so hung up on the penis, penis envy maybe? Imagine if a woman had a vagina that had an appearance that was less than appealing, you are not going to ask the same question of her are you?
