He would probably do it and move on since writing the note, per se, means jack shit in normal cases. You can apologize whether genuine or just to appease the receiving party. The only meaning is political and there's nothing political about two random people fighting on the internet. It happens all the fucking time.

The school can ASK this girl anything, but they can't require it of her with consequences if she refuses. Then they are violating her right to free speech. She's not involved in some terrorist plot. She's not calling for the guy to be assassinated or saying 'as much as we might want that to happen' blah blah blah.
