And the fact that several parties have pending trials that could produce evidence and testimony relevant to this matter has been totally discounted.

Not every kid on that team is going to be able to transfer. For whatever reason, whoever stays on that team is being punished for something that happened with they were likely in 1st/2nd grade. Fantastic example the NCAA is setting. Work hard, and you'll be saddled with a burden courtesy of your coaches and mentors. Or you could leave all your friends/family and move across the country to play football somewhere else. There certainly won't be any sort of expenses involved in that.
And I wouldn't suggest any, honestly. It's a criminal matter, and it will be handled by the criminal courts. Anything the NCAA throws at the school is only going to hurt people who were not involved.
Are the fans and alumni raping boys too? If you think that these penalties will muffle the JoePa apologists, you're sorely mistaken. The vacated wins was pointless and allowing players to escape scholarship limits is fucking egregious (although I have yet to see that particular confirmed).
IF they're good enough, the transfer probably won't cost them a dime.
If they weren't good enough, the worst outcome is that they're a mediocre player on a bad team without any NFL prospects rather than a mediocre player on a great team without any NFL prospects.

What about the students who aren't there only for Football, but are essentially milking the scholarship to get an education and aren't good enough to go somewhere else? I know we like to think of College Football players as only there to play ball, but a number of them use those scholarships to actually get an education they couldn't afford otherwise. That said, no matter what the NCAA did, they'd be criticized one way or another, so who knows....
Why are people saying this punishes the students? fuck they keep their scholarships and don't even have to play ball which is great for 90% of them who didn't have any hope of getting NFL picks anyways so i'm sure they don't give a flying fuck at all. Just means they can concentrate more on their classes and enjoy the free ride. For those who want to play ball they can transfer out and i'm sure it won't be that hard, as the ones who want to play ball more then get a degree are probably the better players anyways and schools will gobble them up.
People bitching about the "harshness" on some sites reminds me of the mentality of "well that bitch got raped because she was asking for it" type deal.

They can get scholarships and an education at another school with a penalty-free transfer, or stay at PSU and get the exact same education they were expecting when they signed their LOI. Scholarship reductions start with the 2013 recruiting class, everyone enrolled now is fine.
