Considering plot wise that there's a huge gap in time between Hobbit and when Gandalf first arrives at Bag End at the beginning of Fellowship. And then another big gap in time between when Frodo first gets the ring (and puts it in that envelop) and when he actually starts his journey, and how much Peter Jackson pays attention to detail, I think it's safe to assume that changing the staff was on purpose, and that either it's growing, or like mentioned earlier, his actual staff is not as important and he changes it a couple times.
