You're not understanding anything wrong, SE is putting in a huge incentive to combo WSs. If done properly, it will make combat more interesting, and be more fun that SCs or BRs, and help differentiate XIV combat from XI combat, even if they do share similarly slow pacing.
It doesn't address the underlying issue that combat is too slow, but it certainly does add an additional element to mix things up a bit.
I look forward to the baww'ing when people wiff 1-hit, 3000 TP combo finishers and have to rebuild from square 1.

@Taco: We'll have to wait and see for sure, but it really only makes sense if the only WS in a combo that costs TP is the opener.
To use PUG as an example... Pummel -> Concussive Blow -> Simian Thrust is a combo. The only prereq for CB to combo is that it follows Pummel. If you execute P -> CB, you've just done a combo, so according to SE's description, the TP cost of CB is waived. If you then follow CB with ST, you combo again, and thus ST's TP cost should be waived. You can't just do CB -> ST to combo because the bonus condition from doing P -> CB is missing, and having that bonus active is a prereq for ST to combo.
I just realized (and I'm reiterating it here so someone can correct me in case I'm wrong) that we lost all of our TP-free attacks aside from base auto-attacking, didn't we?

Presuming that accuracy is adjusted in 1.20 (in 1.19, I think I have literally yet to miss an attack), accuracy could become a Big Deal. If you are doing a 3-step chain, and you miss step 2, not only are you not getting your 3rd WS, but you can't retry until #2's cooldown is up.
It looks like there's a few prime chains out of the gate; for ARC, the 2-step Heavy -> QN (bonus: single-target) for 1000TP looks pretty nice. I just hope there is a mechanism to easily see whether or not you missed without having to wait and read the log (as XI RNG, I'd always watch my TP return to confirm hit/miss).

Probably something about being too lazy (or unable <_< "server limitations") to determine their location because the mainhand tool points move around or a purposeful decision to leave out because it would reduce the usefulness of the gathering point locating abilities.
